In all new Greenfield broadacre developments from January 1 2011 developers are required to provide a pit and pipe network compliant with NBN standards.

All new greenfield developments with more than 100 dwelling must be provisioned with an Advanced Broadband Network delivering standard voice services and high speed broadband service not less than 100Mbps. Basic Compliance Requirements:

1. Pit and pipe design, drawing and specification services – the design of the pit and pipe network for the community advanced broadband network is designed to NBN  and Australian standards and coordinated with the other utility services drawings including compliance with shared trench arrangements with power utilities to reduce civil costs. These vary from state to state and for different power utility providers. OPENetworks operates in all states and will ensure compliance with these requirements.
2. Pit and pipe design audit – if a developer has had an electrical contractor or other consultant undertake the design of the pit and pipe network for a development or stage of a development, OPENetworks will provide an audit of the design for compliance with NBN and Australian standards
3. Pit and pipe onsite compliance audit – OPENetworks will undertake an inspection of the pit and pipe network which has been installed by the developer or developers contractors for compliance with NBN and Australian standards
4. Turn Key pit and pipe network provisioning – OPENetworks will manage the provisioning of an NBN compliant pit and pipe network for your development or a stage of your development from design through to installation of pits and pipes in the ground coordinated with civil and other services in a timely and proactive manner. 

Advanced Network Solution for your Community:

1. Council DA Compliance – OPENetworks is a referral agency in Victoria and can assist developers with Council compliance requirements and can be nominated to assist a developer in any Council within Victoria. For other states we understand the Local Council compliance requirements and methods and will assist developers in meeting their DA compliance obligations and being able to seal their plans for registration to allow sale.
2. Backhaul and Interconnect Design and Provisioning – Interconnecting your community into the national network to enable multiple Retail Service Providers to have equal access to deliver services to residents and occupants within the community is fundamental. OPENetworks has agreements with multiple national wholesale backhaul providers. 
3. Fibre distribution network design and build – This is the backbone of delivery of services within your community. We will design, project manage and build the fibre network necessary to deliver the base NBN services as well as other advanced community services of your choice.
4. Dwelling connection management services- getting dwellings connected to the network and ensuring that builders have provisioned the correct cabling and infrastructure within their dwelling is fundamental. We pride ourselves on our customer care, education services and management to ensure customers and their dwellings are connected in an efficient and speedy manner and relieve the Developer of any responsibilities associated with connecting dwellings and compliance by builders or home owners.
5. Network operations and maintenance – Once the network is active OPENetworks manages the Advanced Broadband Network as a wholesale only true open access network and this is managed to at least the service standards as set out by the NBN and the statutory requirements of Communications Alliance and the Australian Communications & Media Authority

1. Dwelling pre-connection services - to assist builders and home cabling contractors OPENetworks is able to provide a pre-connection service which includes the provision of lead in conduit from the street conduit network and depending if the home owner wishes to have an internal or external network connection facility the Carrier Termination Cabinet to suit their needs which will be supplied and mounted ready for the building cabling to be terminated into and for OPENetworks to bring in the fibre form the street and mount our optical network terminal (ONT). This will ensure that the home cabling and facilities will be compliant with our specifications and the dwelling can be quickly connected to the network.
2. Home cabling package services - Extending on from the pre-connection package OPENetworks can either supply the special home cabling equipment package or we will arrange for the complete home cabling to be installed to the highest standards. A flexible options package is available to suite from the most basic needs of just a simple phone and broadband port to advanced home cabling for not only telephone and broadband but also TV and video services cabling.
