Multi Tier Access

A true open access community network environment has three levels of service available to other carriers and service providers.

The top level is the active network:

The active network delivers a complete range of business and residential voice, data and video services. Active services are delivered as fully managed wholesale services to retail carriers, service providers and content providers. Retail providers do not need to provide the networking equipment within the community. Access to the managed services is via interconnection at the community head end, Fujitsu data centre or via a backhaul link.
The next step available is the dark fibre network:

Dark fibre is available for special utility applications such as fire monitoring services and sewer monitoring within a community. Also where retail carriers or service providers would like to offer special services for business customers, dark fibre is available. They can also provide their own networking equipemnt to deliver the special services.
The base level is the pit and pipe network:

It is no longer necessary to have multiple networks of pits and pipes. Street verges are already congested with services, service pillars and pits. With the move by local authorities and governments to increase the residential densities and create mixed communities for business and residential the demand for this public space is intense. Having a single common carrier neutral ICT pit and pipe network managed by OPENetworks allows multiple carriers and utilities to have access to run their cabling infrastructures. This allows a smooth installation and coordination at the time of the community core infrastructure construction, reducing costs and coordination frustration for the developer and their civil contractors.
