Testing and Commissioning

MATV 
All outlets must be tested with a channel signal generator set at 77dBuV at 870Mhz with a field Strength meter and the test results recorded and submitted as part of the technical manuals. A copy of the test results must be left in the HDC Enclosure for the end user as proof of compliance.
All MATV outlets must have signal strength between 66-73dbuV for analogue and digital channels (50 Mhz to 850 Mhz).
If an active splitter has been installed ensure that the gain is set to the correct level so that the signal does NOT exceed 77dBuV as a signal that is too high will cause reception problems just as much as a signal that is too low.
Communications Cabling
All Category 5e cables must be tested in accordance to AS/NZS 3080:2003 Class D standards as a minimum. Configuration of the tester must be permanent link. 100% of cables must achieve a PASS, nothing else it acceptable.
Tests results must be provided in Linkware and PDF format and state the correct: Testing Officer, Time and Date, Site Details, Outlet Numbering, Plot Data. Site Details must be house / lot number, street name and suburb. A copy of the test results shall be left with the home cabling diagrams/drawings inside the HDC or CTC if there is no HDC.
Test equipment must be a minimum of a Level III Tester: 2002/3, Fluke DTX-1800 or equivalent.
Testing Documentation
Two hard and soft copies of all test results must be provided. One copy shall be left onsite in a weatherproof plastic sheath inside the CTC and second in the HDC for the home owner.
A TCA1 Form shall be complete and copies left at the CTC and HDC and a copy electronically lodged with OPENetworks via Web Assist as part of the Home Cabling Test Results form.
Compliance Requirements
Once the cabling for the home is complete and the lead in conduit and CTC are installed as per the nominated standards the Communications Cabling Contractor can register as a “user” on OPENetworks Web Assist and complete Step2 – to getting your home connected.
The Home Owner or Builder can complete Step 3 – Request for Connection to Network.
These 2 Steps must be complete 3 to 4 weeks before settlement or the home owner is due to move in to ensure that the installation of the network equipment to connection your home is complete before you move in and that the retail services you select can be ready for you the day you move in.
The information requested in each of the Home Cabling Test Results and Connection to the Network forms is required to achieve compliance for connection to the network.
Once these are complete OPENetworks will schedule the installtions of our network equipment to connect your home to the FTTH network.
OPENetworks does not charge a connection fee for connecting your home to the FTTH network provided that the CTC (Carrier termination cabinet complete with power and earthing) plus lead in conduit and home cabling have been installed to the required standards.
If our installation team find an issue with the installation and a non compliance with the required standards then a defects notice will be issued and payment for a technician revisit will be required before the home connection can be complete.
If a defects notice is issued, connection to the network cannot be reschedules until:
• The Defect(s) are rectified by the builder or cabling contractor
• The Cabling Contractor resubmits a Home Cabling Test results form and updated TCA1 form
• Payment of a connection fee in the sum of $660 (inc GST) is paid to OPENetworks in accordance with instruction attached to the Defects Notice.
